Small-business owner confidence “barely budged” to start this year, according to the National Federation of Independent Business Small Business Optimism Index.

The index also showed small businesses failed to regain losses from the “fiscal cliff” debate in Washington.

The measure was up just 0.9 of a point to 88.9, according to a news release. The survey was conducted in January.

Expectations for improved business conditions did go up by five points but the measure is still “overwhelmingly low,” the release stated.
