Specifically, Act 44 authorized the commission to enter into a 50-year lease agreement with the Pennsylvania Department of Transportation for Interstate 80 and, pending federal approval, start collecting tolls on the highway, according to the commission's website.
The plan to toll Interstate 80 fell through, but the commission continued to make required payments, according to the release from state Rep. Peter J. Daley II, D-Fayette and Washington counties.
The possible legislation would be for terminating the lease, the release stated, though Daley also said it is only part of the commission's debt issue.
Auditor General Jack Wagner said in January that the agency's long-term debt increased from $2.6 billion to $7.3 billion since implementation of Act 44, according to a news release from his office.
