Last week’s question: Is Harrisburg receiver David Unkovic’s initial recovery plan the right one to address the city’s debt? Why or why not?

Drastic times-Drastic measures. Question is, are the proposed moves enough to ensure the future of the city and bring it decidedly out of crisis. The other question is leadership. The receiver can develop and begin the process of implementation. Complimentary leadership is required to see it through. Nothing that I’ve observed of the Harrisburg city’s leadership group makes me believe that they can coalesce into a single entity with a singular purpose. If fact, I believe there is little chance of this. To me, the quality of the plan is not the linchpin, though it is important. The key is in the hands of people with greasy fingers.

I’m optimistic about the future of the city regardless of the plan. We’re to the point right now where the big issue was lack of a plan. The outcome of the plan will be decided in the negotiations.
As a resident of Dauphin County the city's situation affects me as well. We can't undo the past but IMO what I am looking for is a solution firstly and down the road--I respectfully ask that the city government put in place permanent procedures including controls which cannot easily be circumvented--to avoid a similar financial disaster in the future. The institutional memory of this event must be retained.
The last suggestion I have would be very difficult to even consider in the current environment and I don't see anything happening on it until the crisis has been worked out. However--I do buy the idea that the large amount of tax-exempt property within the city limits is a valid issue. The state taxpayers are receiving a benefit from the city of Harrisburg and that will probably continue. IMHO the state should be paying more for this benefit. The other side of the story is Harrisburg must dedicate this funding to basic city services.
