The organization also renamed the building Ruoff Towers, after Edmund Ruoff, longtime president of the nonprofit.

The corporation, known as HDC, spent a year renovating all 20 of the handicap-accessible apartments in the building at 315 N. Prince St. Many of the other 130 apartments received upgraded kitchens, ceilings and air conditioning systems, the organization said. The nonprofit also improved the structure's façade and community room.

Caldwell, Heckles & Egan Inc. of Lancaster managed the general construction. Funding was provided through refinancing the building's original debt through the U.S. Department of Housing and Urban Development, according to the release.

HDC provides affordable rental housing for low-income people and senior citizens throughout Pennsylvania. It manages more than 3,000 rental units in 11 counties, according to the release.

Ruoff served as president of the corporation from 1976 until retiring at 1998. He increased the nonprofit from two employees to more than 100, and led the organization's expansion into five counties around Lancaster during his tenure.
